The story features flashbacks to key periods in the formation of Vulcan culture, including the development of telepathic powers, and Surak's attempts to stop the violence and bring peace to his people. In the present day, Vulcan is debating whether to secede from the Federation and expel outworlders to get rid of contamination by alien ideas.
